Proof pack for the NavGov Replay Witness upgrade.

## Sprint Result

Ark Sovereign now includes a NavGov Replay Witness proof-pack-backed packet example for fleet, mining, CAS, ADAS, telematics, and vehicle intervention review.

The upgrade moves NavGov from an early lane to a public packet with proof-pack evidence.

## Public Claim Supported

NavGov Replay Witness provides controller-independent, time-aware, replayable evidence packets for intervention review. It does not replace CAS, certify vehicle safety, prove crash causality, or approve deployment.
